INTRODUCE AND WELCOME GUESTS & NEW SENATORS Heidi Ochoa welcomed senators and guests. ADOPTION OF AGENDA Dan Walsh moved to adopt the agenda with the addition of the discussion of the reorganization and the flexibility to move items to accommodate guests. Deidre Cavazzi seconded. The Academic Senate unanimously approved the adoption of the agenda. ADOPTION OF MINUTES FROM November 16, 2022. Jim Repka moved to adopt the minutes from the previous meeting. Alan Foote seconded. The Academic Senate unanimously approved the adoption of the minutes.  PUBLIC COMMENTS Carmenmara Bravo-Hernandez requested that the Academic Senate give all faculty a chance to express how they feel about the reorganization. She suggested an anonymous survey be sent so that faculty feel comfortable about expressing their position and feelings about the changes being presented. Jessica Budica shared that she was very nervous to speak at Senate, but she wanted to share her concerns about the animosity, uneasiness, and all-around discontent caused by the reorganization. People are scared for jobs and there is a sense of you have no say or ability to do anything about the shift. She seconded the request that an anonymous survey be sent so that faculty could share their position. Femia Scarfone shared email from chair of ESL which emphasized that reorganization merge of SBS and LA does not make sense since it creates a mega-division with the fear that many things could fall through the cracks. Additionally, concerns expressed in OOI Townhall meetings and at the Deans and Chairs meeting have been shut and in one instance an LA faculty member was verbally mocked by a SBS faculty member for expressing concerns. Conversations with other SBS faculty have shown that a reason for this merger is unclear and many faculty and staff are scared to voice their fears and strong opposition to this merge in fear of retaliation. She urges administration to slow down the reorganization and hopes that Academic Senate would be open to gathering information on the climate on campus in terms of the reorganization, general input and concerns, and possible other solutions instead of the merge of SBS and LA. Jonathan Luque shared that 10+1 includes sabbatical leave. Academic Senate approves faculty to sit on the Sabbatical Leave Committee which scores and ranks proposals, and decides whether they move on to the Chancellor and BOT for final approval. He encouraged divisions to have strong presence on this committee and to have a copy of the recent scoring rubric. In addition, it is also hoped that proposals that do not meet the rubric criteria are given the opportunity for revision based on clear explanation of what must be readdressed. Tram Vo-Kumamoto shared numbers of student headcount in each new school. The goal of the reorg is to support students across campus and the students in each area: Humanities and Social Sciences 3304 Business and Industry 3215 Science, Technology, Engineering, and Math 2856 Health and Wellness 2205 Arts, Media, Performance, and Design 1035 Gen Ed, Undeclared, and Other 3531 PRESIDENTS REPORT Heidi Ochoa informed senators of the following: Academic Senate Presidents and College Presidents from IVC and Saddleback met with Cindy Vyskocil to discuss DEIAA interview questions; Job Fair will be happening soon DEIAA interview questions and hiring process- Heidi requested feedback on using Zoom for interviews, standards for teaching demonstrations with students, and reimbursements for travel to interviews Margot and Heidi met with Elliot and the feeling was that our candidates are not appearing to be any more diverse Banner conversation with consultants resulted in the feeling that we need more feedback to make its way to the consultants; Deidre Cavazzi asked for clarification about Banner presentations; Dan Walsh shared that there will be one in our Spring 2023 Professional Development Week; there were other presentations over the summer Townhall on Guided Pathways last week- the recorded link is available CONSTITUENCY GROUP REPORTS Faculty Association Jenny Langrell shared that contract negotiations are beginning in spring since our current contract expires in 2024. If you have any suggestions, please send them to Claire Cesareo. Student Government The ASG representative, Emiliya Tabatabai, shared that ASG is having an all ASG Day with week. There will be Seasonal Depression Awareness Day Dec 14 9am to 2pm; Beach cleanup this Sat Classified Staff Michelle McDougall-Jackson shared that the Classified Senate is having Caring Campus coming up in January. The steering committee is being formed and training dates have been set. ADOPTION OF CONSENT CALENDAR ITEMS Curriculum Dan Walsh motioned to adopt the Consent Calendar Curriculum items. Deidre Cavazzi seconded. The Academic Senate voted unanimously to adopt the Consent Calendar Curriculum items. OLD BUSINESS A. Approval of Faculty to sit on Committees Anwar Hijaz motioned to approve Faculty to sit on Committees. Margot Lovett seconded. The Academic Senate voted unanimously to approve Faculty to sit on Committees. Board Policies/Administrative Regulations AR 7123 Recruitment: Full-Time Faculty- Dan Walsh shared that it was approved at the last BPARC meeting with the wording we suggested going forward- faculty member will be a chair and at the second level interview; make-up of discipline experts- if he/she meets the min quals, he/she could be an expert, but if not, he/she could be on the committee but not an expert. This will go before the BOT on Monday. BP/AR 7250 Administrator Retreat Rights- Dan Walsh shared that the changes seemed to be minor tweaks of the wording. Please review it since we will be discussing at our next meeting. Email Dan if you have comments or concerns. Decoding College Language and Structure: ASCCC Brown Act Presentation Erik Reese and Karen Chow from ASCCC shared a PowerPoint about the Brown Act. They more specifically covered: Brown Act is about transparency (Gov Code and inclusion (Gov Code 54950) Legislative bodies- local body created by state or federal statue; committee created through formal action; standing committees with continuing subject matter or fixed meeting schedule by formal action Saddleback Academic Senate Committees bylaws list the following as Brown Act committees: Curriculum Committee, EPA, and ITL Requirements: 72 hours in advance, specify location and time, posted in accessible location; public can attend and make comments; only items on agenda can be discussed Emergency/urgent Agenda items (Gov Code 54950.5): emergency situation exists- work stoppage, crippling disaster, severe impairment (majority vote); 2/3 vote required in other circumstances Public deliberations- everything must be public, members may congregate but should not discuss items within the bodies subject matter; outside discussions may not happen Violations: written demand within 90 days of action taken; cure or correct challenged action within 30 days of receipt of written demand Parliamentary Procedure: how meetings are conducted is up to Senate; Roberts Rules is one guide Erik and Karen are not lawyers! Dan Walsh shared that deciding which committees are Brown Act. Margot Lovett added that Senate Exec is not 2/3 of the Senate body and therefore not subject to the Brown Act. Curriculum Update Michelle Duffy updated senators on curriculum issues: Dec 9th- due date for new courses to be built in META and all new and revised paperwork is due Jan 27th- next due date for new course proposals and new program initiation forms Look for META trainings in the spring before scheduled review D.E.I.A.A. Update Efren Rangel shared that the BLOOM program has finished interviewing and has matched interns with mentors. Emails will be going out soon making the connections and introductions will follow. He also shared that the JD is being finalized for the multi-cultural center and the Director of Equity position should be flown in early Spring. The BGS space where OPRA currently is housed is the proposed site for the center at this point. Student feedback was sought for design of the center. Full Time Faculty Hiring Prioritization Request Form & Timeline Margot Lovett shared that 22 departments put in requests for faculty positions. Shouka pulled the data and the chairs/deans will be receiving that information today. The Request to Hire (Full Time Faculty Request) form will be sent in the next few days and it is due back January 12th. Once completed, Christie and Trish will compile the information and the FHP Committee who will meet on January 17th to review the process, receive access to the online forms, and receive instruction on how to interpret the data. January 23- questions for clarification about information in Request forms due. January 24- committee meets to answer final clarification questions, vote on positions, and rank them. The list then goes to President Stern for approval and HR will start posting positions. The goal is to have them hired for the fall term. Christie Smead is the point person if there are questions. NEW BUSINESS A. APP Care Corner Emma Lenney, the Basic Needs coordinator, shared a PowerPoint about the Community Allocated Resources for Everyone (CARE) Center. The goal is to work to eliminate obstacles to help students succeed. The center Connects one on one with students, Access Resources on campus, Refers to off-campus partners, and Empowers students to be successful. The center helps in several areas: Food (grocery cards, food bank etc), Housing (emergency and sustainable support), Transportation (bus passes, gas cards, 2-1-1 ride), Financial (foundation emergency fund, laptop loans, utility and rent support, affordable connectivity program), and Personal Care (clothing closet, hygiene supplies, diapers, on-campus showers, day/semester lockers). How to connect? Zoom drop-in, submit CARE Report, walk students to Health and Wellness Center, and one-on-one appointments. Call the Health Center and there are flyers around campus. Classroom visits were offered. It was suggested that once/if an overnight lot is established, it needs to be patrolled for safety. Margot Lovett confirmed that discussions on this topic are ongoing and the college police are involved. Wonderful Nancy Allah shared that some organizations such as Family First require that students are working. In addition, the college is not accepting clothing at this time since there is no place to store them. Student Housing Update Elliot Stern shared the preliminary results of the survey on student housing. Key takeaways: Interests rate increases have made doing this with a public/private partner unattainable (P3) Saddleback is applying for State monies to subsidize construction via a grant (SB169/AB183) We already have our environmental scan completed (CEQA) and site recommendation Feasibility survey showed that 392 beds were doable; the breakdown of room type is still being finalized State grant requirements: full-time students, BOG eligible, 12 month lease; Saddleback has 8,025 eligible, 14.5% responded to the survey, results showed a demand Ann Marie asked about DSPS students who have accommodations for less than 12 credits. Elliot responded that guidance on these types of things is still being developed Scoring for this project made it so that family units were not possible; we will continue to look for ways to make that possible in the future Different units were tested in the survey- prices and preferences were shown Apply by January 25th; ground breaking probably fall 2024 (guesstimate) Dan Walsh- who is responsible for security? Elliot responded that Saddleback would be responsible and a staffing chart was shown including police officer, plumber, electrician, custodian, grounds specialist etc Nancy Allah asked about students who cannot afford the rates; Elliot responded that these are already heavily subsidized and perhaps the foundation or other funding could be accessible. Deidre Cavazzi asked if there is a time-limit on how long students can stay? No guidelines have been set by the state at this time. 2024-2025 Academic and Common Calendars Jenny Langrell shared that the District Calendar Committee is meeting at the end of February. They showed the version that they will bring forward. Compressed calendar update- Chris McDonald is creating a taskforce that will begin meeting in spring and has discussed having a consultant assist with the process and help answer questions. This is a 2-5year process. Legislation Update Academic Senate Executive Team will be making this topic a standing agenda item in case new information needs to be disseminated and/or discussed. COMMITTEE REPORTS Executive Margot Lovett discussed a survey on the reorg for the following reasons: Questions could be seen as an evaluation of the administration; against our contract College will be administering a climate survey and faculty could speak up then All senators were encouraged to ask faculty about any specific issues that have not been addressed in Town Halls etc Dan Walsh shared that Jonathan Luques questions about the Sabbatical Rubric have already been surfacing and discussions are happening. Heidi Ochoa shared that the Job Fair will be on Saturday, January 21st from 10am-3pm at the Westin Los Angeles Airport. Department chairs seeking new faculty are encouraged to attend. College/Senate Committees Pete Murray shared that ITL had a Coffee and Colleges meeting where they set some ground rules and talked about a variety of upcoming conversation topics. Pete also gave a shout out to Chris Stillwell, Professor of English as a Second Language, for hosting a How to end the classes well Zoom meeting on Friday, December 2nd. The session was very well received and good conversations filled the time. REPRESENTATIONAL AREA REPORTS Deidre Cavazzi shared that on Friday, Dec 16th at 7pm the Fine Arts department will be hosting a Choreographer Showcase. All are invited to attend. Anne Marie Breslin shared that the Neurodiversity group meets on Wednesdays from 1:30-2:30pm in BGS 146. A flyer was in the AS meeting packet that included a link to sign up for the interest group. Brandee Craig introduced BJ McNicol, Saddleback Womens soccer coach, and shared that they had won the State Championship celebration.
