INTRODUCE AND WELCOME GUESTS & NEW SENATORS Heidi Ochoa welcomed everyone and introduced the Academic Senate Exec team. She announced the two new part-time senators and shared that there are also two more available positions. Casey Cooper volunteered. Heidi also asked guests and new senators to introduce themselves. The following introduced themselves: Scott Fredrickson (BS), Roya Aminzadeh (COUN), Erlynne Ballo (guest), Georgina Martinez (guest), Steve Rosa, Michelle MacDougall Jackson (Classified Senate), Teresa Bear (MSE), Bill Austin (MSE), Liz McCain (Foundation), Jonathan Luque (guest), Dan Predoehl (guest), Hiro Konishi (guest), Tram Vo Kumamoto (guest). ADOPTION OF AGENDA Jodi Caggiano moved to adopt the agenda with the flexibility to move items to accommodate guests. Morgan Barrows seconded. The Academic Senate unanimously approved the adoption of the agenda. ADOPTION OF MINUTES FROM May 18, 2022. Dan Walsh moved to adopt the minutes from the previous meeting. Jim Repka seconded. The Academic Senate unanimously approved the adoption of the minutes. Two abstained (Morgan Barrows and Christina Gee).  PUBLIC COMMENTS None. PRESIDENTS REPORT Heidi Ochoa shared that Consultation Council met yesterday and reported that we are moving in direction of removing the vaccine mandate for students. There was also talk about running a campaign to make boosters and vaccines available on campus. Heidi shared that Saddleback is undergoing a website redesign. Jenny McCue requested that class materials be removed from the website since they will no longer be hosted on the website. Faculty Prioritization Hiring Process was moved up and the list went before the Board of Trustees last Monday and was approved. There is an Equity Training series that some individuals on campus have participated in and more opportunity to participate is available. If interested, please contact Juan Avalos office. Heidi Ochoa also acknowledged that there has been a lot of talk on campus about the re-org and it will be addressed later this meeting. If you have questions or concerns and do not feel comfortable speaking up, please contact a Senate Exec member to share concerns so we can help voice them. CONSTITUENCY GROUP REPORTS Faculty Association Claire Cesareo shared that voting will take place on the MOU updates and COLA raise of 4.12 over the .76 that was on the salary schedule for this year. Voting members will be asked to ratify next week and likely hit October paychecks. Student Government None. Classified Staff Michelle MacDougall Jackson shared the Classified Senate has been working on their relaunch with their first meeting occurring on September 12th. Their Exec Team retreat took place this summer and they identified goals for the next year including the relaunch of the Caring Campus Initiative. The PD Week in January is the intended time for trainings. They are also updating their by-laws, code of ethics, and looking to add an equity position to their team. November 8th will be a recognition event for Caring campus focused on First Generation students. Pete Murray applauded their work and asked if there was a way for faculty who are not first gen to participate. The response was absolutely. ADOPTION OF CONSENT CALENDAR ITEMS Curriculum Dan Walsh motioned to adopt the Consent Calendar Curriculum items. Jodi Caggiano seconded. The Academic Senate voted unanimously to adopt the Consent Calendar Curriculum items. OLD BUSINESS A. Approval of Faculty to sit on Committees Dan Walsh motioned to approve Faculty to sit on Committees. Deidre Cavazzi seconded. The Academic Senate voted unanimously to approve Faculty to sit on Committees. Board Policies/Administrative Regulations BP 2510.2 Role and Scope of Academic Senates- Recommend deletion and conversion to AR; Dan Walsh BP 2510 Participation in Decision Making- Dan Walsh shared that this is the umbrella BP for the district whereas 2511 is for the Senate BP 2511 Delegation of Authority to the Academic Senate- This needs to be a BP, not AR AR 2511 Role and Scope of Academic Senate- Cal Code Regs Title V 53200/53203- This shows the definitions of academic senate, faculty senate, academic and professional matters etc BP/AR 4025- Associate Degree Requirements; this was sent to Student Services for Counseling to examine and the counselors shared out at our last meeting in May. This will come back in two weeks for a vote. Curriculum Update Michelle Duffy shared that Curriculum Committee meetings are on the 2nd and 4th Tuesdays starting in the fall. New course proposals and new program initiation forms are due by Friday, September 23rd. Forms are available on the Curriculum website. NEW BUSINESS A. Decoding: What is Senate? Tabled. Academic Senate Goals 2022-2023 Heidi Ochoa shared the Academic Senate goals for 2022-2023. At the end of the year, Senate will report back on progress and attainment of the goals. I.D.E.A. Moment- CTVR Student Showcase Reparations Hiro Konishi shared the first five minutes of a film entitled Reparations which was created by students and was aimed at sharing the African American experience in the United States. Courtney Miller produced and directed the film. The film will be available through Senate. Learning Pathways Update Jonathan Luque presented an update on Learning Pathways. Last year they had Completion Teams with focus on KPIs, organized student events, and gathered content for Canvas GPS. Over the summer, sessions were held with students that focused on preparing for your first semester. Concerns of new students were captured through these experiences. This year the focus is on connecting students with academic supports, co-curricular opportunities, work-based learning, and social activities. The SOAA will be replaced by a four-year Guided Pathways workplan and a template will be coming later this month from the Chancellors Office. Summary of Assurances: implementation of equity priorities, strengthening KPIs, and integrating SEAP, ZTC, Adult Ed and Strong Workforce. Promise Update Erlynne Ballo and Georgina Martinez gave an update on the Promise Program which pays for the first two years of college for eligible students. Also, a Success Coach is assigned to a class during the application process and stays with the incoming class for the two years. Changes: summer enrollment and summer textbooks not covered; math and English required by end of first year; $300 textbook voucher every semester and students can apply for up to $500 if need is demonstrated; priority date for fall 2023 was pushed back to May 1st. Students can apply late, but priority is given. A list of Promise Students is available on the Counseling Share Point. A breakdown of Cohort 4 (incoming class of 2021) was presented. There is a 79.6% retention rate with 565 having completed math and 875 having completed English in the first year. B.L.O.O.M. Tabled. Academic Senate Committee One Sheet Approvals Tabled. BA Program Tabled. Re-Org Tram Vo-Kumamoto began by presenting what she called hiccups: (1) timing of announcement at the beginning of the term caught people by surprise, (2) areas most impacted were not provided with direct conversation prior to program placements, and (3) there was a lack of clarity that program placements and school names are a starting point and may be changed. She shared her vision of the Administrative role in the reorg: to develop an organizational chart and identify personnel to support the structure with insight gathered from deans and faculty leadership. The faculty role, as she sees it, is to identify program misplacements and recommend alternatives, identify challenges to implementation, and identify areas where extra support may be needed. Commitments: To build a structure from the student perspective To support a liberal arts educational experience on campus To build upon existing program synergies To not displace people from their permanent roles To provide the appropriate support structures to facilitate and implement the change To communicate with the area(s) impacted prior to finalizing the plan Tram also shared guiding principles of the work and the why for this work: Better align with pathways Create better opportunities for contextualization Customized enrollment and student success coaches for each school Increase program adjacencies to create more interdisciplinary opportunities within a school Break down the construct of CTE vs. Transfer within a school She also shared concerns voiced thus far: size of LA, name of LA, and misplacement of programs. Next steps were shared. September: share organizational chart with prelim placements, review and reconcile constituency feedback, and update program placements. October: gather student feedback, and update school names. November: meet with impacted areas to finalize placements. Dan Walsh asked about the student naming of schools and expressed concerns over the lack of knowledge about Liberal Arts and the inappropriateness of the name. Tram clarified that she is seeking student feedback about how the reorg would serve their understanding of the schools. She assured that faculty would be consulted about the selection of the final school names. Elliot added that the goal is to find something that works for both groups. Dan Walsh motioned to extend the meeting by 15 minutes. Maria Mayenzet seconded. The Academic Senate approved the extension of the meeting. Two objected. Tram Vo Kumamoto shared the tentative organizational chart with senators. Caroline Gee shared that this seems rushed and there are bound to be a lot of questions. Christina Smith asked if a Town Hall meeting could be scheduled so that faculty who may have questions can voice them and have the opportunity to have them answered. Pete Murray asked why there was such a rush to move this process along so quickly when we could extend the LA interim dean position to two years. Tram responded that the President would have to approve any extension of the interim dean's appointment. Deidre Cavazzi asked if the goal is to align with Pathways. Tram and Elliott both responded with yes. Ann Marie Breslin pointed out that there is both a LA and SBS Pathway. So why are they being collapsed? Margot Lovett shared her concern over the name of Liberal Arts if the structure as presented sticks. She also believes that we could be ready to move in this direction by the summer. Pete Murray noted that his main concern is not the structure of the reorg but rather the fact that the purpose and goals of the reorg keep shifting which seems to be deceptive.
