INTRODUCE AND WELCOME GUESTS & NEW SENATORS Heidi Ochoa welcomed everyone and introduced the Academic Senate Executive Team and asked guests/new senators to introduce themselves: Emiliya Tabatabai (ASG), Eva Marie Rodriquez Morris (EI/EL), Taylor Brooks (AUTO), Mike Engels (COUN), Lindsay Steinriede (KNES), Wonderful Nancy Allah (LA), Todd Brei (MSE), and Aimee Tran (COUN/AO). ADOPTION OF AGENDA Dan Walsh moved to adopt the agenda with the flexibility to move items to accommodate guests. Deidre Cavazzi seconded. The Academic Senate unanimously approved the adoption of the agenda. ADOPTION OF MINUTES FROM September 7, 2022. Deidre Cavazzi moved to adopt the minutes from the previous meeting. Dan Walsh seconded. The Academic Senate unanimously approved the adoption of the minutes.  PUBLIC COMMENTS Pete Murray shared his thoughts on the reorganization. He started with sharing that Senate Exec and Deans had attended a retreat on Aug 11th where they were asked to engage in a visioning exercise. His group discussed creating structures, having embedded support services, physical spaces to invite collaboration, having a single structure (pathways vs division) etc Toward the end of this activity, his group was directed by deans in the group to divide existing departments into five buckets. He found it concerning that they were asked to do this without consulting the departments about their particular needs. That weekend he emailed our president, Elliot with his concerns and found the response he received disturbing. Over the course of the next few weeks, he shared how he had heard from several different sources that Tram and Elliot already had a plan in mind including the merging of LA and SBS (a plan that seems to have been in place since early summer). When he asked Tram about this rumor, her response was that it was on the table. When asked about the reasons for the reorganization, he has received vague and changing responses and he believes that the justifications are being developed post-hoc for the pre-existing plan. His main concern is that the plan for reorganization is being pushed through without a clear explanation, without direct connection to our Strategic Plan, and the Mission of the college. He urged Senators to ask questions at the Town Hall meetings. Jenny Langrell and several other senators applauded Pete for speaking up and said that he is not alone with his concerns. PRESIDENTS REPORT Heidi Ochoa shared AB 1705 and AB 928 are going to have a large impact on our college and that is why she invited Wendy Brill-Wynkoop, FACCC President and ASCCC representative, to share the history of and latest revisions to Assembly Bills 1705 and 928 and their potential programmatic impacts. She also shared: Three committees created lists of IDEA based interview questions; the lists will be compiled, reviewed for similarities, and a workgroup designed to come up with a finalized list Need to have a conversation about waitlists as a way to be more flexible; it will be on the next AS agenda Reminder that classroom DSPS presentations are available; they run about 25 minutes; the length can be tailored to your availability and PDF flyers are available; The flyers can be used for asynchronous courses; A request for a quick video was made Dia de los Muertos is hosted by FAMT and she gave a callout for departments that want to participate; It will be on November 1st. Contact Barbara Holmes Juan Avalos is working on a grant called the Rising Scholar Grant that will serve 100 formerly incarcerated students Jenny McCue will be putting out an announcement for faculty who would like to have a headshot done Last week LBCC Cultural Curriculum Audit, equity focused lens to revise curriculum and course content. The presentation was recorded and is available in SharePoint. Commencement is going to be in the evening this year. May 25th at 7pm. The committee would love feedback so please communicate to ASG. Yesterday at Consultation Council, she realized that sometime presentations do not do the content justice. If there is a topic that you would like to be covered in a townhall, please let Senate Exec know. CONSTITUENCY GROUP REPORTS Faculty Association Claire Cesareo shared that the MOU was passed. It is likely the pay increase would be reflected in the November with the retro pay hitting the December paycheck. Student Government The ASG representative shared that Club Rush and Voter Awareness were today. Food and coffee were provided and recruitment was the main focus. A Transfer Panel workshop was recently hosted by the Honors Society. In addition, ASG hopes to work with the Pre-Law society. Classified Staff Michelle MacDougall Jackson shared the Classified Senate has been working on First Gen Day. A survey has been sent out through multiple avenues. Shirts will be provided to all who are participating. The event is on November 8th. Reach out to Classified Senate if you would like to participate. Cal Code Regs Title V 53200/53203 (not readdressed) BP/AR 4025- Associate Degree Requirements Dan thanked counselors for taking a look at these. Curriculum Update Michelle Duffy shared that new course proposals and new program initiation forms are due this Friday, September 23rd. Forms are available on the Curriculum website. Also, a few divisions need voting representatives- EWD/BS (1) and EL (1). Meetings are the 2nd and 4th Tuesdays of the month at 3pm in AGB 106. All are welcome. NEW BUSINESS A. Legislation AB 1705 Seymour-Campbell Student Success Act of 2012: matriculation, assessment AB 928 Student Transfer Achievement Reform Act of 2021: Associate Degree for Transfer Intersegmental Implementation Committee- Wendy Brill-Wynkoop, FACCC President and ASCCC representative, shared the history of and latest revisions to Assembly Bills 1705 and 928 and their potential programmatic impacts. She started by sharing the role of FACCC as a professional membership association which represents faculty members. AB 928 Transfer Process and Reform was signed into law in October 2021. It legislates three things: (1) creation of an Intersegmental HE Oversight Committee charged with improving transfer, (2) creation of a singular GE pathway with a limit of 34 units (impacts courses, enrollments and curriculum) and asked ICAS with three faculty from each segment (UC, CSU, and CCC) to recommend a pathway by May 31, 2023 and (3) auto placement into ADTs but doesnt address the barriers to transfer. Students can opt out if they choose, but they also need to be aware of that option. She shared CalGETC which ICAS unanimously approved April 25, 2022 and walked senators through the changes that allowed for the singular pathway. Lifelong Learning was moved to an upper division GE which means it cannot be fulfilled with one of our courses. If it was moved to a graduation requirement, then our CC courses would still be accepted. Other potential impacts- one less course in Art and Humanities, and one less course in SBS. Addition of Ethnic Studies as a General Education requirement. CSU- AB 1460 area F; UC- Senate Regulation 478 area 7; and CCC title 5 55063. Courses in CSU GE will not automatically be accepted by CalGETC. A concern was raised that the UCs are controlling the overall formation of the pathway. UCs did make an allowance for oral communication to be added to the pathway, but the concern over CSU transfer level math not being acceptable would be a barrier for many students. Nancy Allah raised a concern over international languages no longer being a transfer requirement. Wendy directed her to complete the survey. Lindsay Steinriede shared a concern about the Lifelong Learning requirement being removed since many of the KNES courses fulfill this requirement. She encouraged other senators to include this as a concern on the survey link. Brandee Craig emphasized that this change moves us away from the community part of our role as a community college. Ann Marie Breslin added that COUN courses also fall into this category and she advocating suggesting that Lifelong Learning be put back in as a graduation requirement. There is a deadline to give input is September 30th and the survey is on the ASCCC website. The hope is to create the final CalGETC pathway by February 2023. In the near future, the goal is to align the CCC GE requirements (AA/BA) to Cal GETC. AB 1705 Student Success Act of 2012 Due to be signed into law and is currently on the Governors desk. It would codify many of the details in Title 5 and CCCCO guidance memos: Students will enter and complete transfer level math and English within one year of their initial attempt; this transfer level coursework shall satisfy a requirement of the intended cert or as degree; shall not require students to repeat coursework based on prior learning; prohibits use of non-credit coursework to circumvent the direct placement and enrollment in transfer-level courses; and exempts program without a math or English requirement. Benefits in quantitative reasoning curriculum and has increased the throughput. Concerns- co-requisite model of remediation does not work for all students; throughput is not the same as student success; completion rates have declined. Direct enrollment into STEM Calculus is a big concern of the Math department and having to tell students that they are not guaranteed to do better in the transfer-level math if they take remedial math course. Wendy acknowledged that this will lead to students stopping out or dropping out of STEM majors. Next steps- Title 5 language is being written Heidi Ochoa thanked Wendy for the presentation. Efren Rangel updated Senators about progress with B.L.O.O.M. There were about 20 mentors who applied and this numbered will be narrowed down to match the number of interns. Currently, the search for interns is on. If you know someone, please forward the individuals contact information to Efren. Baccalaureate Program Tabled. Academic Senate Committee One Sheet Approvals Tabled. Banner Update Chris McDonald, Vice Chancellor of Educational and Technology Services, walked Senators through a PowerPoint that introduced the Technology Master Plan budget and specifically focused on the Enterprise Resource Planning (ERP) System (Workday, MySite, inform, MAP, Sherpa etc). He introduced Banner, a widely used product among CCs (80%), as the single commercial system for all of the ERP. No RFP is needed to move to Banner. Barring a recession, the State will likely be offering to pay for Banner in the future (or at least part of it). The licensing would probably be free for the first three years. Chris presented numbers ($) to keep our current system functioning. He then presented the number for the annual license of Banner over the next 5 years which would solve much of the catch up and patching that happens each year with our home-grown system (SIS). At our current burn rate, the savings will average about 4+ million a year. Whats next? There is a survey link that will be sent to those who participate in trainings. A question was posed about his confidence level that this product would make the student experience better. He responded that he has met with counselors from both IVC and Saddleback and he feels confident that Banner will produce a smoother and more comprehensive experience. The plan is to submit a recommendation to the BOT in November. Efren Rangel clarified that Banner supports CCCApply and SharePoint. Chris replied yes, but it will be a different version of SharePoint. I.D.E.A Moment- Neurodiversity Ted Talk Tabled. YouTube link to Ted Talk was shared. Multicultural Center Efren Rangel shared that the Multicultural Center and the position for an Equity and Inclusion Director are moving forward. The committee is planning to finalize the job description in October. They are also looking at the space in BGS where OPRA used to be housed as a temporary location for the Multicultural Center until the Student Services building is revamped.
